The wall is real. Rikishi making their first appearance at Komusubi or Sekiwake averaged 6.16 wins, and only 27.7% made kachi-koshi. Facing Yokozuna and Ozeki day after day is a measurable step up in difficulty.
How to read this number
A 27.7% kachi-koshi rate for first-time sanyaku is far below the 42.3% for Komusubi overall. At the same rank, only those arriving for the first time struggle this badly.
The main cause is scheduling. Sanyaku are matched against Yokozuna and Ozeki, a different class of opponent from the upper rank-and-file. However well a rikishi did below, fifteen days against the elite is a workload he has never carried.
Read the other way, any newly promoted rikishi who does post a winning record has cleared that 27.7% barrier. It deserves to be treated as a bigger achievement than the headline suggests.
